California Yearly Service Plan (CA-YSP)

What is a Centralized List in California?

Under California law, a Centralized List is a list of persons licensed and approved to sell firearms in the state maintained by the Department of Justice (DOJ). There are three types of Centralized Lists:

  • Centralized List of Firearms Dealers (CL)
  • Centralized List of Exempted Federal Firearms Licensees (CLEFFL)
  • Centralized List of Firearm Manufacturers (CLM)
Do FFLs in California need to be on a Centralized List?

It is unlawful for an FFL in California with an FFL Type 01, 02, 07, 08, 09, 10, or 11 to obtain a firearm in accordance with their status as an FFL unless they are on one of these Centralized Lists.

What is a CA Certificate of Eligibility?

A CA Certificate of Eligibility is issued by the California Department of Justice that verifies that an individual is eligible to purchase or own firearms within the state. Applications can be filled out electronically by accessing the California Firearms Application Reporting System (CFARS).
