Transfer – Self to Self

Q: A customer is moving from Texas (our store is in Texas) to Alaska and wants to transfer a handgun to his preferred FFL in Alaska. His Alaska FFL is telling him that once the firearm is received in Alaska, they will not need to run a 4473 check as it will be a Self to Self transfer. I have not heard of this and want to make sure the customer is getting the right information. Please advise.
