I guess. Could be read either way.This is such poor, ambiguous wording of a translation of the regs….! My question is, I have a friend at my shop who wants to buy a rifle. I’m an FFL in MI and he’s a non licensee from OH. I am darn sure I can just 4473 this to him with a NICS check but…. having trouble getting positive confirmation on it and want to be sure. Was sure it was good for “contiguous states” but I think now it’s good for a resident of any state.
