Transfer – Gifting a Raffle Prize

Q: A local little league organization had a raffle for an AR-15. The woman who won the raffle is in her 70’s, lives out of state, and does not want the rifle. She would like her son-in-law to claim the prize. What is the best way to go about this and should we have the woman sign something stating she is gifting her prize to someone?
