State Law (PA) – Expired PA Driver’s License For Military Personnel

Q: Wondering if we are legally allowed to sell (or transfer) firearms to active military personnel if they have an “expired” PA drivers license? In PA PENNDOT considers their license still “valid” based on certain criteria. Here is a link to the document that discusses this: http://www.dmv.state.pa.us/pdotforms/misc/forces.pdf Specifically we have a customer who is active duty and is in the process of purchasing a suppressor. Will we be able to use his “expired” license to complete the sale or will the customer have to get it updated to be current? I realize PA says it is okay in the outlined situations… what is the ATF’s view on this… We do use PICS and not NICS as well… (which I am sure you know).
