Q: Regarding the ruling that Ohio’s CCW licenses issued after March 23,2015 (and within the last 5 years) are now a valid substitute for a NICS background check. Item #4 appears to be either/or for the FFL. It allows them to either to retain a copy of the CCW and attach it to the 4473 or just record the needed data from the CCW onto the 4473. Which is the best (law plus) practice? In regards to which is the best path to take, keep running NICS checks on CCW holders or accept the CCW license, do you have any insight? Our thought is we may want to keep running NICS checks as that system is a more real-time check than a customer bringing in their CCW license that could appear to be correct but is invalid. What do you recommend? Additionally, how is the 4473 filled out in such a case (assuming a non-NFA item)? It appears that boxes 21A -22 (19a – 20) would remain blank, we would check box 23 (21) and fill in all the information and proceed as normal, is this correct?
