Q: We have customers in New York that are interested in purchasing our rifles. These are for non-military/police customers and would be to US consumers. The FFL holder wishes to purchases a lower receiver with a protruding pistol grip and telescoping buttstock along with the detachable magazine feature. The combination of these features marks this weapon as illegal to own in New York and New Jersey due to NY SAFE laws. Is the responsibility of the manufacturer or FFL holder to make the rifles state/local law compliant? If the FFL holder does later sell the rifles to law enforcement is there additional documentation needed to prove that they were assault rifles sold to law enforcement?
