NFA – Return of Repair Firearm

Q: We just received a customer’s SBR from Special Forces Outdoors in Scottsdale, AZ, that the customer had shipped them for custom repair work. The customer had purchased the SBR from us, and it had been transferred via Form 4 in 2013 to him. The SBR was to be shipped back to the customer, however the FFL shipped it to us and our receiving department logged the SBR into our books believing it was a new transfer. I contacted Clint with ATF in Las Vegas who related the SBR should have been returned to the customer not to us and advised returning it to the customer. Upon reading NFA chapter 9, section 9.5.1 it would appear that this should have been done on a 5320.20 as it was a interstate repair or a form 5 should have been completed, neither was completed. The question is simple, how do we proceed with returning this NFA registered SBR to its rightful legal owner? We have a copy of the original Form 4 but nothing from the FFL in AZ and are waiting your response.
