NFA – Return of NFA Item for Repair

Q: We transferred an SBR to a police department. They have sent the lower receiver assembly back to us because a part on the lower broke. We have to replace the lower receiver with a new one, with a new serial number. Do we need to register it as an SBR, or does the police department need to since they will be the ones installing the barrel on it?
