NFA – Outsourcing Suppressor Production

Q: I am looking for guidance related to outsourcing services related to the building of suppressors. Currently our plan is to manufacture all of the components for our suppressors in-house, machining all the individual parts and preparing them for assembly. The process we intend to use for assembly is a welding process we currently do not have capabilities to do in our factory. I have identified several potential suppliers that can perform the work, but I need to know how we should handle the materials, and what type of license the service provider would be required to have. Knowing that the parts alone are treated as ?suppressors?, we would plan to deliver the components in-person, and remain at the service provider while the parts were welded into suppressor assemblies. We would then transport them back to our facility for serialization and registration. If we are present with the parts at all times, and we are taking possession of the final assemblies as they are finished, does the service provider have to have an FFL? If we have our license with us and a letter stating the LMT person is an employee of the company and can carry the parts, what else do we need to do?
