NFA – Form 2 & Form 3 Submittal

Q: We have a question in regards to FORM 2 & FORM 3. If we have a lower receiver serialized that we know in the coming days will become an SBR or DD, can we submit the FORM 2 now, and assembly it in the coming days? Is it ok to register them early? If so, once it is on our NFA registry can we submit the FORM 3 to transfer it to the end party? Any information around these areas would be greatly appreciated to ensure we in compliance.
