Q: I have a local police department that wants to trade us some rifles on some new SBR?s. Some of the rifles that they want to trade have suppressors permanently fixed to them. My question is if they accept our offer to buy them, is there a transfer fee or tax stamp fee that must be paid? I assume that these were received by them on a form 5 and we would need to know how they go about forming them to us if we can get the deal done. Does this mean they form 5 these to us?
