Misc. – Shotgun Modification Questions

Q: I have a few questions regarding these Shockwave or Tac 14 shotgun regulations. 1- Can this type of firearm be converted from the pistol grip only and 14 inch barrel (26inch OAL) to a shoulder stocked, 18 inch barrel and back again by our clients? Or can the client go back and forth between the 14 and 18 inch barrels if they leave the pistol gripped rear stock (no shoulder stock)? 2- Can an individual convert any existing shotgun to a pistol grip only sub 18 inch barrel firearm? I.E. cut the stock and barrel on a Winchester 1300 or Remington 1100 to make their own version of the Tac 14 or Shokwave. 3- These Mossberg and Remington guns are not marked any differently than the standard shotguns or pistol grip firearms. If the previous question’s answer is “NO”, how does a dealer know if the firearm is factory equipped versus client modified when this type of firearm comes in to the store for sell or consignment? I suppose number 3 really only needs an answer if number two gets a negative response.
