Q: Can we sell barelled-actions to customers less than 21 years of age. These are bolt action receivers with rifled barrels installed. These barrels are of “rifle length” (over 16″) and the overall barreled action is over 26″ in its current configuration. However, these barreled actions are to be sold without a stock. Does the absence of a stock keep these firearms from being considered “long guns” and therefore prohibit their sale to anyone under 21?
