Q: How is it acceptable for a non-licensee to “oversee” the engraving while maintaining constructive possession, but a FFL cannot? Why can’t a FFL do the same thing without a variance and “oversee” the engraving? We asked the same question about an FFL “overseeing” another FFL doing the engraving and were told this was not allowed and we either needed a variance each time, needed to program and run the engraving machine ourselves, or we needed to buy an engraving machine. Based on that advice we are about to pull the trigger on purchasing a $16k engraving machine.
