Q: We received a lower receiver into our books and wish to manufacture this receiver into a complete rifle for sale. Reviewing the other Help Desk solutions, it’s clear we need to log it out to us, and then back in as a complete rifle, but is there a requirement to change the serial number or just to report it in our annual manufacturing report for our 07 with the same serial number?
