Q: Our business model at DriveTanks.com is historical entertainment through hands on experiences with weapons of war. We want to offer a simulated hand grenade experience to our clients. We are a type 10/SOT with FEL. We want to use a reproduction German stick grenade with a binary explosive that we will mix on the day of use. Even though we are making what we consider a simulated grenade with no shrapnel other than the metal container holding the explosive, we assume this is still considered the manufacturing of the Destructive Device. Does each simulated grenade require a form 2 with engraving and a report of disposal if they are made and used immediately? In some ways, what we are making is more like a movie prop than a weapon of war, but due to the use of the binary explosive we want to verify our requirements.
