Q: We hold a public range day once a year (at a rented range) where manufacturers come and let customers shoot. In the past we have not let anyone under 21 shoot any handguns. Many manufacturers and customers have complained about this policy, saying that we are the only ones who operate this way. We sell tickets which allow people to shoot any firearm, including the ammo. Legally, are we allowed to let minors shoot handguns if their parents sign a waiver at our registration area?
