Licensee – Temporary Product Testing with Employee

Q: We have two employees who do not reside in Illinois where we are located, one is in Texas, one is in Arkansas. Occasionally we have to send them product for testing/ product development. The way I’m interpreting ATF Ruling 2010-1, when we send them firearms we do not need to record these in our A&D log as dispositions because they will have the firearms temporarily, however we should track them for accountability of our inventory. How should we be tracking them? Can we make a disposition entry in our A&D log? Also, is there a general rule on how long “temporary” is considered?
