Licensee – Renting on Range to Non-Immigrant Alien

Q: I received an email today from a person who obviously appears to be from out of the country. In the past we have hosted people from many different nations, letting them experience shooting for the first time. Most want the “American Experience” of firing a handgun. They come to the range for an hour, enjoy it, and then go on with the rest of their vacation. However, this email appears to go beyond what most people are looking for. Its a group of 10 people, obviously from out of the country, that want daily shooting lessons. This is outside of our normal experience. A few questions. First, is giving shooting lessons to foreigners an illegal practice? I’ve heard that it could be due to ITAR. Second, would this particular instance be a violation of ITAR? Third, this may be spam, it may be legit. Is this something that should be reported to the authorities? I hate to invite attention by any authority, but I would also hate it if this turned out to be nefarious.
