Q: On Friday I received an email from Mr. X telling me that a pistol was being shipped to us from another gun store (a transfer). The pistol came in today and I contacted Mr. X so he could pick up his pistol. When Mr. X arrived, he came in with Mr. Y. Mr. X told me that the pistol was actually Mr. Y’s pistol. Mr. Y didn’t have a credit card, so when he went to buy the gun online he gave cash to Mr. X, who then used his credit card to make the purchase. Both Mr. X and Mr. Y said they would be happy to complete the paperwork. Both possess valid Concealed Handgun Licenses in Arkansas. If Mr. X did the 4473, he said he would “just sell the pistol to Mr. Y.” Who, if anyone should complete the paperwork? What should we do as an FFL in this situation?
