ID – Hunting License as Secondary ID

Q: A customer presented a Montana driver license and a Tennessee Hunting license for proof of residency. He is recently out of the military. The Hunting license was printed off the computer like is done here. Did I read at some point that a TN hunting license shouldn’t be used as a secondary proof?
