Q: We had a gentleman come into our store with a rifle and an FFL in hand. He claimed to be a VP and a Responsible Party on the FFL. He asked us to do an FFL-to-FFL transfer of the rifle from his FFL to us, and then have us transfer the rifle back to him. He said that he didn’t have a dealer’s license in Massachusetts, so he could not do this himself. The FFL expires in two days (November 1st). The name on the FFL is his step father’s, who is deceased. The copy of the FFL that he brought in has his mother’s wet signature on it. Can we make this transfer? If not, should we do anything else about this situation?
