Form 4473 – Ditto Marks / Race

Q: Are we permitted to use ditto marks on the 4473 in the firearm section if the manufacturer or other information is identical to the record above? For questions 10a and 10b on the 4473, when we have a customer who answers 10a “Hispanic or Latino” they have told us repeatedly that they are none of the Races listed in question 10b. How should we handle that when they do not want to answer anything in 10b?
