Form 4473 – Disposal of Pre-NICS Denials

Q: Customer came in and completed his 4473. In checking his paperwork prior to the NICS check we identified that the address on the ID did not match the 4473 and we declined to proceed with the transaction. Our question is – do we retain this 4473 as a NO SALE or can we trash the 4473 since it never went to NICS?
