Form 4473 – Customer Smells of Marijuana

Q: We had a customer that received a Proceed from the NICS E-check, however; when the customer came in to pick up the firearm in question we could smell marijuana on him. We subsequently denied transfer of the firearm to the individual. Just wondering how we proceed from here. Can the firearm be transferred to the individual at a later date, if they do not smell of marijuana, or is the transaction done at this point?
