Q: We have a question regarding the definition of a specific type of receiver. We understand that a stripped Lower Receiver for a AR15 can only be sold to an individual of 21 years of age or older, due to the receiver being able to be made into a pistol. However, our question is if a complete lower receiver has a rifle buttstock and a pistol grip attached and it?s intent is to be assembled as a rifle, does the purchaser still have to be 21 years of age? If not what is the proper response for 4473 questions #18,29 & 30 (16, 27 & 28)?
