Explosives – Chalk Rounds

Q: We are looking into purchasing 40mm chalk rounds to offer our guests as a shooting experience and found the following links from 2015 about the ATF reclassifying them as explosives. However we can not find anything more recent then the links below or any official ruling, open letter, or newsletter addressing the matter. We searched the help desk and found an article titled “M203 CHALK ROUNDS” which stated: “Based on the above, there are no federal restrictions regarding the sale of 40mm chalk rounds by a dealer holding a type 01 federal firearms license, or the purchase and possession of 40mm chalk rounds by individuals and entities that are not otherwise prohibited from purchasing or possessing ordinary ammunition.” However the date listed was “12/31/1969” so we are unable to know whether it was prior to the 2015 determination letter.
