Q: Previously, under the Handgun Safety Certificate and Test, an owner/HSC Instructor could delegate the administration of the test to an employee, or non-HSC Instructor. The safe handling demonstration always had to be performed by an Instructor. Now, we have the online system to issue FSCs. All of my sales team are each certified as an FSC Instructor. The problem that I am running in to is that if a customer comes in, passes the test, and is issued an FSC, it is tied to that specific employee. Should the customer lose their FSC Card and comes in for a reprint, they have to find that specific instructor, as the DOJ has not tied the issued FSC Cards to a Dealer, like they probably should. If that employee is not present that day, or no longer works for me, the customer is out of luck and has to take the entire test again, for another $25. My Question: Can I delegate the test administration to my employees, all logged in under my Instructor Account. They would have to sign my name on the FSC Card. This would then allow an easy look up of the customer’s information for a $5 reprint, rather than a complete re-taking of the exam.
