CA – Manufacturing

Q: We are looking at manufacturing and selling 1911 handguns in CA. They will have a standard 1911 frame and a single shot (break top) upper. Will this be enough to avoid compliance with unsafe gun testing (micro stamping)? Do we need any approval/license from CA for importing these guns to CA? How do we assure CA dealers this is legal? Customers will be able to replace our single shot 1911 upper with a regular 1911 slide/barrel and operate our 1911 handguns as semi-auto. Are our clients allowed to make this conversion? Are there any issues we need to know about? Do we need to do anything to prevent our 1911 handgun from being converted to semi-auto by, for example, blocking the mag well?
