Q: We need to create a special blank gun for force on force training that we teach. A regular one won’t work. We plan on taking a revolver and welding a plug in the end of the barrel. Then drilling holes in the side of the barrel to vent pressure and hot gasses. We will weld the barrel to the frame so it can never easily be restored. This will make the firearm inoperable. This gun is in my name and I would like to report it as converted to a non-firearm. It will stored and used at a separate location. There are several reasons why I would like to get this listed as destroyed, demilled, or rendered inoperable. I won’t have control over it, although it going lost or stolen is a very small change. Also, the state of CA now has a new law that says I can’t “lend” a gun to anyone not in my immediate family. This may or may not be considered lending. Would you please advise?
