Q: I have been told by CA DOJ that ALL employees MUST have a COE as of the 1st of this year. OR I have to lock up ammo if I have employees without a COE. – I believe this is in reference to CA Penal code 30347 – “(a) An ammunition vendor shall require any agent or employee who handles, sells, delivers, or has under his or her custody or control any ammunition, to obtain and provide to the vendor a certificate of eligibility from the Department of Justice issued pursuant to Section 26710.? I have also been told by them that there is NO working grace period in the case of new hires. There fore it will be VERY difficult to hire someone with the contingency that they can NOT work until their COE goes through – a process that takes WEEKS!!! My question is this – COULD I have an employee work with out a COE – IF – they were never left alone AND never ?handled, sold, delivered or had in their custody or control? any ammo? is there a more clear definition of those things? I assume if another person with a COE is around then they are NOT in their control. please advise FYI – I am going to ask DOJ this directly too just to see what they say also – one of my guys just quit and Im now in the process of looking for someone to replace them so this IS pertinent to my current situation!
