CA – Delivery of Firearm to Resident of Tribal Reservation

Q: I would like FFLGuard‘s instructions for transferring a firearm to a civilian that lives on a reservation. This is raising questions since there is not a regular street address. As an example, in Arizona we have a client that lives on the Tohono O’odham reservation. Typically when an AZ resident lives on a reservation the drivers license will have a route number and box number. In this case the license address is: ROUTE 19 EAST OF THE CHURCH, TOPAWA AZ, 85639 US. If the client enters the same info on the 4473, will he need any supporting documents, hand drawn maps, or some kind of proof of residency? What would a client need if he has a PO Box instead of a route #? Also, assuming a California based tribe and a California store, how do we handle the same scenario in California? Taking into consideration CA DOJ’s requirements in addition to the BATFE’s rules. We will be making our written P&P based on FFLGuard‘s instructions. Please let me know as soon as reasonably possible, we do have a sale on hold until we confirm how to proceed.
