CA & AZ – Forward Grip Defintions

Q: I have both California compliance and Arizona compliance questions about vertical fore grips. 1. In AZ, how does the ATF define a forward grip? If there’s a kydex wrap over the forward grip that prevents the thumb from being able to wrap around the handle, (as shown in the attached photo), would that no longer be considered a forward grip? Would that type of attachment on a handgun be allowed without requiring a tax stamp? As long as the overall length of the handgun is 26 inches or more, wouldn’t it be exempt from the AOW tax stamp requirements already? 2. In CA, would that type of attachment be compliant on a “featureless” self loading rifle keeping it from being a classified as an assault weapon since it is essentially the same hand hold as other manufacturer’s angled fore grips. And we would like clarification of California’s definition of a “vertical” fore grip. Is any fore grip that is less than 90degrees compliant in California?
