Q: We have received a handgun from the Pennsylvania State Police with no prior notice of its arrival. Included in the shipment there was a typed note telling us who the firearm belongs to. It is not on a letterhead of any kind but the address and phone numbers match the actual address of a State Police building. We have logged this firearm into our books from the State Police the day it arrived. We have contacted the Pennsylvania State Police and requested a more detailed explanation on their official letterhead. We are holding the firearm. We would like clarification on how to properly proceed as this is a highly irregular situation for us. We assume the owner would have to fill out a 4473 and be run through NICS like a normal customer but would like clarification on how to handle this situation.
