Q: We have had a person call our store to inquire if he is eligible to purchase a handgun. He was previously convicted of a felony but has more recently received his civil right to vote back. Under the directions for 11c the exception states if the person has their civil rights restored AND “the person is not prohibited by the law of the jurisdiction where the conviction occurred from receiving and possessing firearms” they can purchase a firearm. How can we determine if this second requirement is met?
