Q: We have a customer who owns a home in NY, but rents a home in PA and lives (and works) in PA 5-6 days a week. By our understanding of the law, he would be considered a dual resident. We understand that he needs to provide his NY Drivers License and then another Govt. Issued ID that shows his PA address in order to make a purchase. The first question is if in fact the individual described above is a dual resident under the ATF definition? Next question, assuming that he is a dual resident, can this individual purchase NFA weapons in PA using the same documentation requirements? Another question, let say that an individual lives in NY but has a cabin in PA that they go to throughout the year for overnight weekend stays. At what point (if any) would they become a dual resident? The law seems to be very vague with regards to this… because when they are there for the weekend they are “making that their home”…?
