The Regional Counsel Branch (“RCB”) consists of lawyers “aligned in interest” with the FFLGuard program.  They work directly for the National Coordinating Counsel (“NCC”) and Director, Field Operations Group (“DFOG”), to handle certain matters as they occur in the field. Each lawyer in the RCB may employ state-specific counsel to work as co-counsel on any matters assigned to them by the Program.  Routinely, RCB lawyers will avail themselves during closing conferences or warning conferences conducted by ATF after a compliance inspection, assist DFOG during any revocation proceedings undertaken by ATF (when necessary), and serve as/engage the required local counsel for DFOG during any court proceedings against ATF or third party plaintiffs.

RCB lawyers work at the FFLGuard courtesy rate for the Program’s clients (1/3 off their normal and customary rate), and avail themselves to the Program’s clients for any state-specific legal matters they have, even if those matters are not directly related to the Program or its mission, as the NCC requests.
